From an early age, he was fascinated by the ever changing reflections of the boats at anchor in the harbor. This fascination is translated by his unique interpretation of line and shadow which appear almost abstract in his startlingly realistic work. His paintings are an exercise in tranquility and gentle motion, as they study the lightness of line. Jeffrey studied architectural design and drafting before traveling extensively. He settled in the Florida Keys and was a commercial fisherman, but continued to sell paintings. At times, he lived at sea for several weeks, and this is the pervasive mood present in his work. He painted with, and studied under world renowned artist W. Lindzee Prescott. The two painted several murals together.
